This is a 1/2" female Loc-line adapter with 1/4" stainless steel threaded stud and anodized aluminum base.

Compatible with ref: PLAMP200

The plamp 200 can then become an articulated arm to attach a flash, an LED panel, or any other accessory with a 1/4"a screw thread.
